Earthquakes are natural disasters capable of causing severe destruction. Throughout history, numerous earthquakes have occurred on the landmass encompassing our country, resulting in significant loss of life and property. The most recent large-scale seismic events in Türkiye were the Mw 7.7 and Mw 7.6 earthquakes that struck the Pazarcık and Elbistan districts of Kahramanmaraş, respectively. Eleven provinces were most heavily affected by these earthquakes. Following the events, damage assessment studies were initiated under the coordination of the Çevre, Şehircilik ve İklim Değişikliği Bakanlığı (Ministry of Environment, Urbanization and Climate Change). As a result of these assessments, among the 2,258,622 buildings surveyed in the affected provinces, 39,361 were found to be completely collapsed; 21,191 were classified as requiring immediate demolition; 202,571 were severely damaged; 43,344 sustained moderate damage; and 1,952,155 were identified as slightly damaged or undamaged (CSBB, 2024). In Diyarbakır province, 246,342 structures were inspected. Of these, 59 were classified as collapsed, 63 as requiring urgent demolition, 6,805 as severely damaged, 3,187 as moderately damaged, 57,480 as slightly damaged, and 141,169 as undamaged (YİGM). A total of six buildings collapsed in the central districts of Diyarbakır during these earthquakes. The aim of this study is to assess the current conditions and conduct a comparative risk analysis of 113 buildings located on Doç. Dr. Ahmet Bilgin Street in Bağlar district—Diyarbakır's district with the highest number of damaged structures following the 6 February 2023 Kahramanmaraş earthquakes. The study emphasizes the importance of pre-disaster risk assessments and performance score analyses in mitigating potential loss of life and property during future seismic events. The research methodology includes a literature review, data obtained from the General Directorate of Construction Affairs (YİGM) data portal, building stock information, on-site observations and field surveys, and the use of Simurg Resilience Decision Support Software. Using Street Scanning data, the "Data Collection Form for Reinforced Concrete Buildings" provided in the 2019 Regulation on the Identification of Hazardous Buildings was completed electronically and analyzed using the Simurg Resilience platform. The software determines building performance scores by calculating seismic risk using several analytical approaches. The results indicate that the risk assessment outputs align closely with the observed damage conditions. In conclusion, official data and analytical findings reveal that a substantial portion of the structures within the study area fail to meet regulatory standards; many were constructed without appropriate engineering and technical oversight, lack building permits, were built illegally, or were erected without geotechnical site investigations. These findings underscore the critical importance of seismic risk assessment, structural rehabilitation, and effective building inspection—especially in settlements near active fault lines such as Diyarbakır.
