Abstract (EN)
Migration is a social activity carried out by living things in order to survive. People also move with the desire to migrate from their geographies to other geographies for various reasons. A migration began from the lands lost to Anatolia after the Ottoman-Russian war, which took place between 1877-1878 and called the 93 war. This immigration phenomenon, which continues in the Balkans, this time encountered with the reverse migration movement. World War I, which took place after this war, took place between 1914-1918 and the migration movement continued rapidly after this war. After the War of Independence that took place again in our land between 1919-1922, the waters stopped and the parties of the war gathered for a peace conference in Lausanne, Switzerland. After this meeting, the minorities issue in Turkey and Greece made between January 30th 1923 on the Greek and Turkish population exchange have been clarified with the Convention and the Protocol. Between 1923 and 1938, the newly established Turkish State negotiated important settlement laws in parliamentary meetings in order to distribute the new population who came to the country homogeneously in its territory. For this purpose, first of all, after the Treaty of Lausanne, they formed the Ministry of Exchange, Zoning and Settlement for the public works to be exchanged. In addition, they tried to make immigrants settled by various laws active in every field. In this study, Turkey's Immigration and Settlement Policy in the years 1923-1938 have been assessed, also referred to as migrants coming to Turkey between those dates. In this regard, Law No. 362 and No. 885 is an important factor in determining the laws of Turkey's Housing Policy.
