Abstract (EN)

In the Ottoman Empire, Muslim people joined the election and started to meet with the election firstly through the Muhassililik Assemblies in the Tanzimat period. However, after the introduction of the Tanzimat period in the process of modernization continued in 1876 when the Sultan II. Abdülhamit had to declare Constitutional Monarchy. With the declaration of the Constitutional Monarchy, for the first time in the Ottoman Empire, a parliament composed of the representatives of the people emerged. However this experience is short II. Abdülhamid'in 1877-78'de while the Ottoman-Russian war, the parliament will be terminated by a long interruption. 33 years II. When Sultan Abdülhamit came to power in 1908, the Sultan would have to declare Constitutionalism again. So II. The Constitutional period will begin and the country will experience a struggle for a political party that is not already familiar. In addition, during this period a number of constitutional restrictions will be brought to the authority of the Sultan and the power will be under control. In the Ottoman history, there were many elections for the Parliament-i Mebusan and it was not missing in the political turmoil. II. During the Constitutional period, the state will enter into many wars and eventually lose the First World War and the lands will be invaded. Under the leadership of Mustafa Kemal Pasha, the Turkish nation will be declared as the Republic of Turkey with the Grand National Assembly, which was founded in place of the Meclis-i Mebusan under the invasion of the Turkish nation, who successfully saved the territory from occupation. Much more has been added to the democratic experience inherited from the Ottoman Empire during the Turkish Republic. With the revolution in political, economic and social fields, Turkish society was tried to be brought to the level of contemporary civilization and positive results were obtained. As society continues to modernize, work has continued in the establishment of a democratic system. The Progressive which was established in the first years of the Republic, after the Republican Party, the Sheikh Sait Rebellion and the Takrir-i Sukun era, democratic development has taken place. However, when Ataturk, who did not give up democracy ideals, came back to 1930, he again conducted a multiparty transition. For this purpose, a free municipal election was held with the Free Republic Party, but it was concluded in this trial that the desired political and social conditions did not allow for a multi-party life. After the unsuccessful introduction of SCF, in 1931, Ataturk's determinations required a general election after 1930, the last turbulent period. The decision of the close circle has resulted in the renewal of the parliament. The new legislature has been careful to have different voices and for this purpose independent candidates have found their place. Thus, a gradual transition was adopted so that Turkey would have a pluralistic parliament. In the period to be experienced after the elections held in 1931, the more liberal atmosphere that emerged after the Takrir-i Sükun Law will start to drop into a statist understanding. While Ataturk represented the moderate statist wing, İsmet İnönü and General Secretary Recep Peker defended the solid statism.
