Özet (EN)

Because of the fact that constitutions are written documents determining operations of states, there have been significant debates about them. As time passes, basic necessities of countries change regularly and either modification are seen on constitutions or new constitutions are written. As in the world, examining the history of Turkish Republic, it is seen that new constitutions were prepared or some amendments were held. Constitution studies started during Ottoman Empire period have continued in Turkish Republic period and 1921 Constitution, 1924 Constitution, 1961 Constitution and 1982 Constitution have been prepared in order. As there have been many modifications on those constitutions, basic modifications have been prepared on 1982 Constitution with the dates 1995, 2001 and 2010. Especially in 2010, there had been many debates before Referendum and significant modifications were made. Constitution Amendments were accepted at Referendum with great support. Being accepted after great debates before Referendum, basic changes at constitution amendment were new rights to employees, new receipt rights given to public and establishing Ombudsman. As a result of amendments, many articles restricting basic rights and freedom were changed and many negative results seen at European Court of Human Rights have been prevented. Despite the fact that there are some people having negative ideas about constitution modifications, it is seen examining the literature that many people have positive feelings about modifications.
