Abstract (EN)

The soldiers, who seized power on May 27, 1960, named themselves the National Unity Committee (MBK). While MBK ruled the country alone until January 6, 1961, in addition to the executive duty they assumed since January 6, 1961, they carried out legislative activities together with the House of Representatives within the double-headed Constituent Assembly structure they formed until October 25, 1961. After 25 October, they took part in the newly opened double-headed TBMM as a lifelong senator in the Senate of the Republic. The members of the MBK consisted of people who did not agree. This situation caused intellectual conflicts. The group, which went down in history as the 14s, who advocated that the army should not leave the administration to civilians immediately, caused its dissolution from the National Unity Committee on 13 November 1960. This liquidation decision of the MBK caused discomfort within the army. As a reaction, a new formation within the army called the Armed Forces Union emerged. This situation will cause the group called the Armed Forces Union, organized within the army, and the members of the MBK to come face to face. This painful process continued to exist during MBK's time. The task of the National Unity Committee; Since the first day they came to power, they have been thinking of drafting a new constitution and creating a new electoral law in line with the structure of the Republic.
