The rivalrybetween businesses for attracting qualified employees shifts the focus of the staffingprocess from business to candidate. Turkish economy has been growing since the 2001economical crisis and it?s expected that the rivalry for the qualified human resource willcome up for the businesses of our country in the near future. This dissertation arguesthat staffing process must be reexamined with a new perspective for attracting qualifiedcandidates and satisfying applicants during the selection process.The aim of this study is constructing a new conceptual framework named candidatefocused staffing by reexamining the staffing process with marketing perspective as wellas developing a scale for measuring candidate focus. First, the literature has beenreviewed for constructing the framework. Then, item generation, scale construction andscale evaluation studies have been conducted in compliance with the scale developmentmethodology. Both qualitative and quantitative techniques such as face-to-faceinterviews, exploratory and confirmatory factor analyses have been used. The researchsurveying top 1000 Turkish firms to collect information has ensured the validity andreliability of the developed scale.
