Abstract (EN)

Zoning emerges as a concept that not only aims to meet the needs of cities and people, but also reflects the lifestyles, aesthetic understanding, identity, history and culture of societies. The city, which is equipped with reconstruction activities, becomes lively and flourishing. In the Ottomans, the cities were built and developed within this festive phenomenon. It is necessary to evaluate the situation of each of the Ottoman cities in terms of zoning within their own historical conditions. At this point, it is seen that some Ottoman cities were lucky to benefit from these services. Amasya, which contains the works of many civilizations from the ancient civilizations to the Mongols, from the Seljuks to the Ottomans, is one of these unique cities. It is known that Amasya, which is located on important trade routes and known as the city of princes, was given a special importance during the Ottoman period. Under the influence of these historical conditions, the city, which was equipped with original works of Ottoman architecture until the 17th century, entered a stagnant period starting from this period until the end of the 18th century. However, with the modernization process, within the scope of the reform movements of the 19th century, it is seen that the development activities in Amasya revived. As a matter of fact, the Tanzimat reforms also affected the zoning activities, and the zoning works gained momentum first in the Ottoman capital and then in the provincial cities. In this context, as in Amasya, new government offices, secondary schools, clock towers, bridges were built, road and telegraph line works were carried out, and many historical buildings were repaired in many cities. In this study, the studies carried out in the development process of the Ottoman province, the objectives and difficulties of the studies, their reflections on the provincial administration, their effects on the people of the city are discussed in the example of Amasya.
