Abstract (EN)
This research aimed to examine the irrigation performance of Boğaçay-Kırkgöz irrigation Union in the Central District of Antalya province between 2017-2020. Antalya BoğaçayKırkgöz irrigation Union was handed to the General Directorate of DSI in 2018 and the same year it was merged with 3 other irrigation unions (Karaman Duraliler Irrigation Union, Kırkgöz Irrigation Union, Döşemealtı Pumping Irrigation Union). Before merging, the irrigation Union, whose name was Boğaçay Sağ Sahil, was changed to Antalya Boğaçay-Kırkgöz Irrigation Union under one roof in 2019. Financial performance indicators of the Boğaçay-Kırkgöz Irrigation Union, consisting of the 4 merged irrigation unions were calculated together in 2019-2020. The Union's irrigation area is 3420 ha, with 2420 ha and a pumping (1000 ha). The approach proposed by the International Irrigation and Drainage Technology and Research Programme (IPTRID) was used in water transmission, financial, agricultural efficiency and production performance indicators in the evaluation of their performance. Performance indicators used by other researchers were used in the corporate activity indicator. TL was used in financial performance indicators. It was found with this research as the water transmission parameters that the annual amount of irrigation water distributed to the unit area was calculated as 2820-9550 m3 ha-1 , the annual amount of irrigation water distributed to the unit irrigated area was calculated as 6966-18243 m³ ha-1 , the irrigation value was 0.30- 0.92% and the annual water supply rate was calculated as 0.60-1.63. As for financial performance indicators, the investment return rate was 97.1-227, total operating, maintenance and administrative costs per unit area was 291.8-1090.2 TL ha-1 , the total cost per person employed in the distribution of irrigation water was 30890.25-119026.77 TL person-1 , water fee collection performance was %89.73, the number of employees responsible for per unit area was 0.0061-0.0131 person ha-1 , the average income for the total irrigation water delivered to users was 0.048-0.123 TL m- ³ and the ratio of maintenance costs to income was 25.4-59.7 TL m- ³. As for performance indicator values from agricultural activity and production, the revenue for the unit irrigation area was 14611.27-TL 62998.56 TL ha, the earned revenue for the unit-irrigated area was 32503.50-91457.32 TL, ha, the revenue for the unit irrigation water delivered to the irrigation network was 2.78-7.85 TL m³. As for the corporate activity indicators, irrigation network density was found to be 7.63-45.4 ha km-1 , personnel density of the irrigation network was found to be 4.4-29.6 km personnel-1 . It could be concluded based on the findings of this research that the irrigation unions that make up the Antalya BoğaçayKırkgöz Irrigation Union had problems in their operating maintenance, fairwater distribution and collecting water fees before they merged. After the merger, it was found successful in fair and safe water distribution and operational maintenance services, especially in financial matters. iv KEYWORDS: Financial performance, irrigation performance, water distribution performance, production performance.
