Abstract (EN)
In the world, public administration is undergoing change as well as rapid developments in information and technology. With a new understanding of public administration, there is a trend towards effective organization of representation, participation, locality, accountability, transparency and human satisfaction. In practice, it was inevitable for local governments to restructure because of their inability to perform their duties at the desired level, and searches for this place have been important in the agenda of almost every country. The main purpose of the restructuring quest is to adapt these organizations to the conditions of the day in the light of modern development and to provide better quality, faster, more efficient and efficient service in a way sensitive to the demands and expectations of the people. The restructuring of the local governments has become a basic necessity for this reason in our country. In recent years, comprehensive reforms have been carried out in relation to local governments. Changes in local government legislation affect who living in rural areas as well. It is a widespread belief that those living in rural areas are affected less and later than those living in the city. With the Law No. 6360, it is expected that the rural areas will be seen as the metropolitan area and all changes coming through the legal regulation will directly affect the people living in the rural areas. The purpose of this study is to measure the level of knowledge about the new law and the attitudes and expectations of the residents living in rural areas of Antalya. The results of the study show that people living in rural areas in Antalya do not have enough knowledge about the Metropolitan Law. According to the results obtained in the study, the people living in rural areas think that access to the service by law is more difficult. According to the results obtained in the study, it is thought that it will be more difficult to access the service when the villagers of the rural people turn into the neighborhood. However, the increase in the amount of service is particularly prevalent, which can be increased by the individual efforts of the muhtars in these neighborhoods. The effects of the law on agricultural activities in these regions have been examined. The study shows that the vast majority of rural people think that the law will have negative effects on agriculture in the long run. With the law, it is thought that the changes especially in the irregularities will reduce agricultural areas in the long term. However, it is an idea that allows people living in rural areas to look at the situation positively. In addition, it has been determined that residents living in rural areas have expressed their local government problems under three main headings: limited service and income deficiency, management and supervision problems, limitation of authority and evaluation of waste.
