Özet (EN)

The new developments during the European Union Transition show that there is a need to make great efforts both from government agencies and NGO?s for transition. The legal changes done by governments have to be enforced and put into practice absolutely during this process.Turkish Security Organization has transformed dramatically from establishment to date like other organizations. The most significant reason for this transformation is the increased crime rates and the new featured crimes. Advances in technology has lead to Organization to win a national award.Besides this, it takes too long time to cope with prejudices during community incidents. New gradual developments in this area have shifted the transition project.The conduct of police during a democratic meeting and demonstration march is very important like other effective crime control strategies. Turkish Police has to catch up with the European standards while standing for using their rights. Moreove, it is expected from civil society to obey the rules and not to pass the red lines of the others.This study has tried to find out the gateways and adventures towards to international standarts of police and civil societies conducting during the community incidents. The concept related to this study has been stated and cited in some European Union Countries Police code of conduct. The passed laws and legal changes during the transition have been evaluated in detailed exclusively.Keywords: Police, Public Order,Civil Society, EU, Community Incidents
