Europeanisation and restructioring public administration in Kosovo

As a theoretical concept, Europeanization regarded as a progressive idea, which based on liberalism, economic development and democracy in Kosovo and European Union countries. Kosovo has taken an important step towards the transition from the socialist-communist system, imposed by the pre-war Yugoslavia, to the democratic system because of the systematic management methods of the USA and the EU, the necessary reform programs and capitalist economic structural requirements. Within the scope of this study, I used methods such as; interviews with responsible authorities in central level of municipalities, political party meetings at local level, international official interview of EU, scientific studies, interviews with non-governmental organizations, archives, public administration laws, magazines of Republic of Kosovo and EU-SIGMA report. During the research and analysis of the institutions, we have found that the central administration overburdened with civilian staff. According to the countrywide assessment, even though there are some corruptions in the country in reference to the EU reports, it is possible to say that minorities well represented, serious decreases have detected and a stable struggle has carried out. The problem of professional human resources in the realization of a strategic plan turns out to be a major obstacle to the implementation of reforms. During the interviews, analyzes of the SIGMA EU report findings on local and central institutions Kosovo has advanced in the reform system in public and local administration during the postwar period but it takes time to comply with EU requirements. Based on EU progress reports and personal analysis through the central and local levels at ministry and public administration, we have found that the main obstacle is politicizing the administration on a party basis. We can conclude that, transparency in administration has increased, legal regulations, drafts and documents are available electronically, hence accountability is improved.
