Presidential government and Turkey

This study analyses the changez in the system of government which has been o hot topic in Turkey for years and the suggestions of transition to presidential government system. It aims to undertand whether the presidential government system is appropriate for Turkey and whether it can solve the political crisis caused by the current government system. Having two main parts in this study, the former gives information about the different types of government system according to the principle of separation of powers, explains the presidential government system in general and deals with the USA, the prototype of that system, and other southern cone countries where that system has failed. The latter discusses the government system in the Turkish constitution and the problems of Turkish parliamentarism. Besides, in that part of the study, the people who support the presidential government system and their reasons have been mentioned and opinions and suggestions of applicability of that system in Turkey have been discussed. Instabilities in governments have been shown as the most significant reason for the longlasting debates about government system in Turkey. With the help of researches, it has been understood that the problem of politikal (in)stabilitiy in Turkey is not due to the parliamentary system but the bad functioning of democracy. It has been concluded that the (in)stabilitiy problem cannot be solved with a change of government system and also, application of presitential government leaded by a single person.
