Abstract (EN)

Advances in information and communication technologies in the world are also ushering in changes in the understanding of management systems. It is increasingly difficult to meet the new needs of human beings with classical management concepts. This study aims at examining how the basic and current concepts dealt with in the theoretical framework related to strategic management take place in the strategic documents of the municipalities in practice. The study attempts to deal with the extent to which strategic management is adopted by the municipalities, what has been done for the settlement of the strategic management culture and what has to be done from different dimensions. Strategic management of strategic documents of the central municipalities of Kastamonu, Çankırı and Sinop, which are the TR82 region provinces according to the Turkish Statistical Region Unit Classification constitutes the scope of the study. In this respect, literature review was first done about the thesis topic and then theoretical discussions were made and finally the results were interpreted by using the "frequency analysis" method through the content analysis model. The study concludes that, despite being limited, some of the basic and current concepts related to the understanding of strategic management are included in the strategic documents of the municipalities covered in the study, and that it is seen as a shortcoming that new concepts related to strategic management take place in strategic documents in small amounts.
