Abstract (EN)
In this research cyber crime and training organizations necessary for the police against these crimes were investigated in terms of various aspects. First of all, a self-administered survey was conducted including 379 officers who serve at Provincial Directorates of Smuggling and Organized Crimes and Data Processing Branch Offices in 81 provinces in order to determine the existing state of the police (educational status, technical equipment and unit etc.) combatting computer related crimes and to develop a profile of Turkish police in terms of these crimes. By the survey it was tried to ascertain if there were significant differences in the views in regard with their efficiency against cyber crimes based on the personal information of the personnel for cyber crime, topics on which they are competent, actual distresses and requirements as well as their training states. By the surveys including 379 respondents it was reached various research findings and given recommendations in regard with the subject. Moreover, modules were developped with appropriate training contents for efficient combatting of personel against cyber crimes by making use of experiences of the experts and courses programs were made to train personnel at basic and expertise levels.Results according to the data from the research might be summarized in following way:It was observed that the staff who are on duty at Provincial Directorates of Smuggling and Organized Crimes and Data Processing Branch Offices needs urgently to be trained.There are requirements for backdrop, technical equipment and personnel in order to struggle with this kind of crimes. In general, forensic information staff is not competent.Mission sharing and reorganization in the law enforcement agency are necessary by effecting administorial restructuring in regard with computer related crimes. Consciousness level of agency and public for preventing cyber crimes have to be increased.Recommendations in frame of the research might be summarized in following way:Training programs in world standarts should be developped in order to train the staff who are on duty at Provincial Directorates of Smuggling and Organized Crimes and Data Processing Branch Offices, certification system should be introduced and the training need of the police officers who are on duty for cyber crimes and for various training organizations should be met.Furthermore, in-service training programs at basic level for the personnel at all law enforcement agency should be organized.In order to combat these crimes provincial security directorates should be supplied with backdrop, technical equipments and personel. Competency of personnel in forensic information shall be provided.Mission sharing and reorganization in law enforcement agency should be provided by effecting administorial restructuring. Cooperation among the agencies for cyber crime should be strenghtened. Before crimes have been committed activities for increasing consciousness level of the agency and public should be made.Key Words: Police, Cyber Crimes, Combatting Crimes, Internet, Education, Instructional Program
