Turkey is a country of which about 90 % of its land and 95 % of its population is under the risk of earthquake. Because of this reason, in our country the subject of earthquake has always been the first main subject of the Department of Civil Engineering. The operations on reducing the damages of earthquake have been going on intensively in the country. Maybe the most important thing is to put these operations into practice.In Turkey, the operations related to the strategy of earthquake are done according to the building and unfortunately an important point hasn?t been taken into consideration. One of the most important parts of earthquake strategy is the city development. Because, well and correctly prepared city development is necessary for preventing negative situations during the earthquake and after the earthquake. Instead of adjacent area, the buildings with single or double flat; the building, which have a large citing area and four flat in one floor, are being approved in terms of town planning.In this working, the affects of building sitting area on earthquake, development and cost are researched by using designs of different floor plans. By this purpose; floor plan, floor number, the kind of structural system, the furniture type, the earthquake region, floor class and different buildings designs have been constituted. Sixty four different buildings have been analyzed by the help of packaged software and the calculations of reinforced concrete have been done. Moreover, rough building cost has been determined by preparing mould, iron and concrete quantity.As a result, it has been observed that the supplies being used in single flat buildings are much more than the supplies being used in four flatted blocks. Besides this economic advantage, four flatted blocks supply such an advantage: insulation. In our country, the earthquake durability and inefficient building stock can be only overcome by the help of urban renewal. At the end of this working, it has been put forward that the buildings with four flats in floor should be preferred by terms of earthquake, cost and urbanization.
