The role of special provincial administrations in regional development: The case for Siirt province (2005-2019)

Regional development is providing of underdeveloped or backwarded regions' improvement by economical, social, cultural, etc. ways. Local administrative institutions that directly affect regional development are villages and organs, municipalities and special provincial administrations. Villages and organs carry out activities in the areas related to the village, municipalities in the city centers and areas related to the city, and the special provincial administrations in the areas up to the provincial border within their authority. Special provincial administrations, which directly affect regional development, have an important position among local public institutions. Special provincial administrations intend to improve the socio-economic structure, democratization, prosperity and life standards of the community by building village roads, water mains and sewerage lines in order to ensure regional development. Improvement of special provincial administrations is an important factor in regional development, regional development in the overall development of a country, and the development of a country in ensuring social peace and prosperity. Considering this aspect, studies are carried out to increase the revenues of special provincial administrations and to provide regional development effectively and efficiently. On the other hand, the future, autority and legal status of the provincial special administrations are discussed. The aim of this thesis is to promote the activities and investments of special provincial administrations of Turkey to the community, to express the mission and vision for regional development and to provide an understanding of the impacts on regional development. This thesis that emerged in order to realize these aims and which is the subject of research; It constitutes a frame for the conditions required to increase public awareness of the special provincial administrations and to ensure and plan for a more effective and sustainable development. The Siirt Special Provincial Administration examined in this study implemented a total of 2039 projects, especially in rural areas, in the rural areas of Siirt, especially in rural areas, in the period of 2005-2019, within the scope of infrastructure activities. In this regard, it has been determined that the investments and projects made by the Siirt Special Provincial Administration and its units and directorates related to investments have contributed significantly to rural development.
