Bouleutikon Tagma - administrative organisation of Boule Members inthe cities of Lykia, Pamphylia, Pisidia and Cilicia regions in the Roman Imperial Period

Throughout the Late Republic and Imperial Period, Rome organized the regions it dominated in the East into provinces within a centralized administrative system. In these provinces, communities continued their political organization in city-states known as poleis. Many of these poleis governed their political affairs through two principal institutions: the boule (council) and the demos (assembly). From the Hellenistic Period onwards, as the poleis lost significance in the face of larger power structures, a notable class regime began to prevail. Rome institutionalized the informal dominance of this notable class in city politics by implementing reforms through the boule in its provincial organization of the poleis. These reforms created career opportunities through boule membership, while assigning council members responsibilities both to their cities and to Rome. These reforms concerning the boule are substantiated not only by numerous literary sources but also by epigraphic evidence from cities such as Atteia, Gagai, and Patara. This master's thesis examines the administrative structures and provincialization processes of the poleis in the regions of Lykia, Pamphylia, Pisidia, and Kilikia during the Hellenistic and Roman periods. Using epigraphic and literary evidence, it explores the impact of Rome's governance policies in the eastern provinces on urban institutions, as well as the evolving relationships between society and the urban elite. It is observed that during the Imperial Period, cities in the region developed institutional identities such as the bouleutikon tagma and proton tagma, distinguishing themselves through these identities. Similarly, distinctions such as bouleutikai arkhai and demotikai arkhai were established for urban offices, and the hierarchical contexts of these offices were examined through comparative analysis. Furthermore, the study investigates the extent to which these terms correspond to the Roman senatus and the ordo senatorius through detailed comparative data analysis.
