Abstract (EN)

Public employees play an important role in the business life of our country. Since public employees present different services to citizens, it is valuable to provide suggestions for public employees in order to make them work more productively. Therefore it is important to undertake research about problems related with favoristic behaviours in the public sector. Organizational silence behaviours cause negative consequences such as insouciance, compliance, fear, unable to express opinions and thoughts and performing lower performance. With this study, it is aimed to determine the relation between perception of favoristic behaviours and employees organizational silence behaviours. In line with this purpose, data was collected by questionnare technique from 144 public employees who were employed in construction sector in Ankara. According to the results of the analyses important findings was determined. The relation between favoristic behaviours and organizational silence and its dimensions which are acquiescence, defence and prosocial silence and the relation between organizational silence and nepotism, favoritism and cronyism, were examined. The analyses indicate differences in the levels of nepotism, favoritism and cronyism according to staff positions as permanent or covenanted. According to the findings of the research, it was found out that perceptions of cronyism of public employees occurred more than other favoristic behaviour types.
