The effect of Celal Bayar University student affairs e-government application on public savings

e-Government is defined as carrying out the tasks and services that the government and citizens are mutually responsible of in electronic environments safely and uninterruptedly. In order for universities to be able to move to e-government, they need to move "school board - student - faculty" relation to electronic environment. In this study, the e-government applications that have been written at Celal Bayar University with the intend of moving this relation to electronic environment is analyzed.In the first section of this study, electronic government is conceptually examined. The characterstics, goals and interaction areas of e-government, the phases of moving to e-government and the problems when building an electronic government are discussed.In the second section, the studies about e-government in European Union and the corporations and institutions that are established for e-government in Turkey are discussed. In this section also the important e-government applications in Turkey and Turkey position in the world will be analyzed.In the third and last section, Celal Bayar University is introduced and the e-government applications that are carried out at the university are discussed. Specifically, "Student Information System (OBIS)" is analyzed in detail. The workflows before OBIS and after OBIS is compared. The public benefits from e-government applications is tried to explain on OBIS.
