Interaction between the Presidential Government System and the Turkish party system

With the 2017 Constitutional Amendment, the parliamentary system that has been in effect for more than a century in our country has been abandoned, and a government system that has not been implemented before in terms of Turkish and Western constitutional developments has been adopted under the name of the Presidential government system. The presidential government system has been shaped by cutting the lifelines of the parliament and giving its vital functions to the President, who is the only element of the executive body. The president has very strong constitutional powers that enable him to shape both the legislature and the judiciary. The government system change was carried out as a solution to the problem of government instability, which was the disadvantage of our previous government system, the parliamentary system. However, while the new government model was being constructed, the features of the Turkish party system were not addressed. As Duverger has revealed, an examination of the government system without knowing and examining the characteristics of the party system will be incomplete and even wrong. For this reason, the Presidential government system and the practice of this system since 2018, whether it is a solution to the problems or not, can be found by examining the interaction between the Presidential government system and the Turkish party system. In this context, the Presidential government system caused a change in the Turkish party system and party structures in terms of the structure of the executive organ and the predominant party feauture of our party system has further increased the effect of the Presidential government system that strengthens the executive organ.
