The aim of this thesis, sees a large segment of society, public services need to feature a wide range of interests and duties in relation to mass higher education personnel in the mission because of the crimes be tried by the scope of the investigation into the conditions and under the State Council to examine the decisions.Thesis consists of two parts.In the first section, the historical development of public official proceedings, the reasons for retention of officers subject to a special judicial procedure, applied in the trial of civil servants and civil servants systems subject to a special investigation procedure and against keeping specs disadvantages investigated.In the second part, the Law No. 53 of 2547 staff of the Higher Education article, "Due to the task" and "duty"during the investigation of crimes committed, who and what crimes are subject to this procedure, about which the officials who will permit the investigation, who is authorized to be charged in the rules, who charged from the investigator and the investigator powers given to the competent committees Examination of the Council of State decisions and these decisions on the types of decisions under appeal were investigated.
