Ill ABSTRACT The use of radio waves in the scope of the technological improvements in the beginning of the twentieth century, opened an important page in communication. Since the radio was accepted by the society and the society was influenced by the radio, it has been an important subject for the government The Democracy, which is an important milestone in the political systems created by the people to keep the regularity of the society, is shaped continuously with the society. The "democracy" defined by Aristotle, a philosopher of antiquity, became "the freedom to express the thoughts" in the nineteenth century. In the last years the concept of democracy is observed deeply after the political changes all over the world, especially in the developing countries. Even if the freedom of expressing the thoughts is accepted as an "indispensable" rule for the developing countries, the government uses a variety of control mechanisms to avoid the use of this rule. The place and the importance of radio in the mass communication tools, which the people can express themselves, is too high. Especially the first use of radio as a propaganda tool in the First World War, radio became an indispensable weapon for the government. The civil society organizations, which are accepted as the dynamics of the society, are also trying to use this weapon positively for the freedom of the thoughts. This application of the society dynamics has been the nightmares of the government in every period. Due to localization, alternative ideas against present system are being gradually increasing in the world where globalization is also going forward very fast. Accordingly, all these progresses that are seen in Turkey also started to be effective on publication field. However, all these progresses are not supported enough by the government, in addition these progresses unfortunately came cross with some obstacles. Nevertheless, against all these obstacles, studies on alternative publication were already started in Turkey.
