Abstract (EN)

In this day and time, obtaining efficiency of public services and expenditures, which is evaluated that public sector regulates economic, fiscal and social areas, is being become one of the most important factors. Efficiency of public expenditures is the best way to use scarce public resources and to produce planned public services at sufficient level. In addition to this, efficiency of public expenditures is a factor to enhance social benefit.The study has been aimed two main goals. The first goal of the study has been aimed to analyse efficiency of health care systems in Turkey and selected countries, both of them are identified Decision Making Units, between 1995-2010 periods and the second one has been aimed to analyse efficiency of public health expenditures at DMUs.In the first chapter of the study, the place and importance of health care services were mentioned in the way of public economy. Health care systems and their efficiencies, in the second chapter of the study, were analysed between Turkey and selected countries. In the third and last chapter, why public expenditure efficiency is important for public sector was stated in the first part of the chapter and then efficiency of public health expenditures were analysed by using Data Envelopment Analysis between Turkey and selected countries.
