Abstract (EN)

On 6 February 2023, as a result of the twin earthquakes that occurred in Kahramanmaraş and many more disasters that are considered as the disaster of the century; it has become necessary for all our cities to carry out disaster coordination and pre-disaster situation analysis. Erzincan province has been shaken by earthquakes many times from past to present, has suffered great destruction and is always close to live faults, so it should be ready for all disasters, especially earthquake hazard. In this study, the number of reinforced concrete and masonry buildings of 2 storeys and above constructed before 2000 in 23 neighbourhoods of Erzincan city centre was determined as approximately 3.199 in line with Erzincan Municipality licence records and Spatial Address Registration System (MAKS) data. Military buildings were not included in the analysis. It is aimed to determine the risky buildings with rapid building scanning methods from the street, to make building performance evaluation according to the results, to create risk maps and to determine safe transportation routes in case of a possible disaster. QGIS software was used for analyses, data processing and transportation infrastructure analysis. Building stock height map depending on the number of storeys, building performance evaluation status maps after the field study and transportation maps focusing on sheltering and gathering areas for transportation infrastructure analysis were prepared. The analyses for Erzincan city centre have shown that especially the buildings constructed before the 1992 Erzincan earthquake and the buildings constructed after the earthquake with building materials that do not comply with today's earthquake regulations may cause serious damages in case of a possible earthquake or disaster. In this context, it is of great importance to support urban transformation as soon as possible, to provide the necessary incentives, and to renovate and strengthen risky buildings with state institutions or individual initiatives.
