Urban transformation at the scale of development plan in developing residential areas: The case of Elaziğ

As a result of the rapid internal migration following industrialization, irregular settlements, dormant and unresponsive areas have emerged in cities. The arrangement and recovery of these areas are possible with urban transformation. In this study, urban transformation is defined and discussed with its social and legal aspects. Then some urban transformation projects carried out in Turkey were investigated and a 40.9 hectare area in Abdullahpaşa Neighborhood in Elazığ city center was determined. The study area has been examined in many points of view and first of all, planning proposal has been made in order to respond more efficiently to the needs of the region on the zoning island scale. Then, considering the feasibility of the project, the number of floors, building areas and location were taken into consideration and the design was diversified and cost calculations were for all buildings made by respecting the contractor's own interests in accordance with the relevant legislation. The sales prices of the units formed as a result of the market research were determined as TL / m² and it is aimed to provide immovable properties to the right holders approximately equal to the right ownership ratio. As a result, first of all, the determined work area and the existing immovable units have been rearranged with the proposed plan. Planned units were formed considering the satisfaction of the right holders and the profit of the contractor within the scope of urban transformation and cost calculations were done within the relevant legislation. The share allocated to the right holders were determined, sales prices and targeted sales prices were provided and the applicability of the project was stated expressly.
