ABSTRACT At present time, satellite based positioning systems are still in development phase and they cause inspiration of many applications. The leading one of these applications is GPS (Global Positioning System) that were developed in USA and it have been used with 20 metre accuracy for civil users since beginning of May 2000. Different applications have been developed by using this technology. Finding instantaneous position of moving land, air and sea vehicles and their velocity and time variables causes development of vehicle tracking system with GPS. The recent developments in communication and computer technologies (Information Technology) have brought integration issue of these systems. The necessity of instantenous navigation and positioning for some people who always moves, created new field for surveying engineers. The standard vehichle following system can be anlysed three main components: GPS unit( vehicle side ), GIS component, and communication infrastructure. The components can be change with depends on following and direction system's signals. The position and velocity of moving vehicle can be following in a map at computer screen during the journey instantenously or after journey it can be evaluated with depends on its position and location informations. According to accuracy of position of vehicle following, the suitable GPS positioning methods can be choose. By using DGPS, positioning accuracy can be find with cm / dm error. The coordinates are transmitted with radio frequency, satellite communication infrastructure, or wireless system to following stations and it can be followed with a special software. The following can be realised either one center or multicenter by use internet network system. In this thesis, GPS, the vehicle folowing system an their components are anlysed one by one. In order to realise an application with that system, an area dedicated between Beşiktaş and Uskudar and its map and their datum and data converstaions were prepared. At this thesis, the user can follow and direct himselfTherself by use the map, special software and mobil GPS. Keywords: GPS, road vehicle system, real time navigation, GIS, data communication. IX
