Municipality and municipal organs under the administration of strong effective mayor

According to the 1982 Constitution of the Republic of Turkey; the execution of some of the public services can be done through provincial organizations, which are extensions of the central administration, in accordance with the principle of "central administration", and some of the mare carried out through autonomous public legal entities in accordance with the principle of "decentralization". Supplying the common needs of locals, which is the limit andsource of theauthority of decentralized administration institutions, is a duty given to local administrations by the constitution. The basis of this study is the municipalities, which are public legal entities with administrative and financial autonomy, which are established to meet the local common needs of the citizens in accordance with the principle of decentralization and are appointed by the people of the region through elections. Firstly; central government and local government will be included, then the structure, formation, history and organs of the municipality will be discussed and then will be the effects of the "strong and effective mayor" model on the relations between the municipal council, the municipal committee, the metropolitan and district municipalities, and the solutions to the conflicts arising from its reflections will be presented with practical examples. Following this in the thirth chapter which is a last part of the thesis, the relations between metropolitan municipalities and district municipalities will be evaluated vii within the scope of legislation and practice, and finally, solution proposals will be presented regarding the issues explained throughout the study.
