Flexicurity strategy and its applicability in Turkey

Flexicurity, as part of the European social model, has been presented by the European Commission as an alternative to labor market flexibility concept of Anglo-Saxon and has received widespread attention worldwide. Flexibility aims at providing internal and external flexibility by expanding flexible working styles. In addition, flexibility is supported by modern social security systems, ensuring that employees are assured in these processes and ultimately increasing total employment. Flexicurity practices have become central to the employment policy and become one of the implementation targets of the European Employment Strategy. The flexicurity approach is also identified as one of the cornerstones of the national employment strategy, becoming more important at this point. Turkey's unemployment has become a structural issue and any kind of approach to solving this problem should be seriously considered. However, before developing policy proposals in the evaluation process, priority should be given to whether proposed suggestions will comply with the national conditions and to define the constraints in achieving the desired outcomes. This thesis proposes a solution for the dilemma that exists in the flexibility-security relationship, in order to harmonize with the balancing mechanisms of the flexicurity strategy. Another claim of the thesis is that a successful flexicurity strategy can reveal a win-win situation for employers and employees. In this thesis, has been suggested as a solution for flexibility and security dilemma in Turkey, flexicurity. However, political priorities should be ensured, such as overcoming structural constraints for a successful implementation, establishing institutional infrastructure to provide employment and income security, and improving the collective bargaining system, instead of job security.
