The negative impact of human existence on the environment is increasing day by day, and one of the important components of the problem is the disposal of construction and demolition waste. The main reason for the formation of construction waste is due to completion of the building service life. The study aims to establish a construction waste management procedure that will ensure the recycling of construction waste. Thus, it is aimed to support the prevention of environmental problems and economic losses. For the development of the construction waste management model, the existing legislation was analyzed, and opinions were obtained from the employees of the industrial associations and individuals who are considered to be involved in the waste management process with the help of a questionnaire application. The final structure of the model was created by the development of expert opinion to be subjected by using the Delphi technique. Although the Application Model for the Management of Construction Waste Resulting from the Demolition of Unsafe Structures is the main result of the study, other results include that the concept of unsafe construction has been developed after observing the inadequacy of the concept of risky construction, the concept of unsafe construction has been developed, Building Inspection Organizations Associations should take part in the implementation and supervision of demolition works as well as in the construction phase, Environmental Engineers should take part in demolition processes as well as that that the demolition processes should be controlled through a central system and planned demolition should be supported by giving incentives at the end of demolition processes.
