Abstract (EN)
Waqf institutions have served in many fields for the benefit of humanity throughout history. The Ottoman Empire developed the waqf institution in its own period and made it more institutional. Thus, in the Ottoman Empire, waqfs were effective in many areas such as religious, education, health and municipal services other than ensuring internal and external security in society and state life, as well as reducing the burden on public finances. Waqfs had to have strong financial resources in order to offer their services to the general public and to meet the wages of the officials they employ. These financial powers of the waqfs and their concrete economic and financial data were recorded in the accounting books. Waqf accounting books provide us with a lot of information about the economic functioning of Waqfs. This information includes the neighborhood where the Waqfs are located, the trustee of the period, the income sources of the Waqf and the expenditures made. In this thesis, H. 1281-1282/M. Ankara Waqf accounting book dated 1864-1865 and numbered 1974 was examined. In the examined notebook; A total of 129 waqfs are located in the districts of Ayaş, Sifrihisar/Sivrihisar, Begbâzârı/Beypazarı, Zir, Dinek Keskini-Kalecik Keskini, Yavaşâbâd, Çubukâbâd, Mihalıççık, Balâ, Kara Hisar-ı Nallu, Haymana, Sungurlu and Konur, which are connected to Ankara Central district and Ankara sanjak. These waqfs are classified under religious, social, educational and cultural titles. Evaluations were made on issues such as income status, service areas, expenditure items, duty bearers in the service of the waqf in Ankara city center and the towns and villages of Ankara. With this thesis, the accounting of the waqfs in Ankara, in the townships and villages of Ankara, based on the waqf accounting book, has been dealt with holistically and tried to be evaluated.
