It was began to hard out as Annual books in the Ottoman State that as a result of these, Vilayet Nizamname had been hatched out with the begining of fundamental changing of government in Tanzimat Era in Ottoman State.As the Salname of Tuna Vilayet that we have examined Vilayet has got seven Sanjaks, sixty towns and five Nahiye. It is written on the Salname taht where it is written and how many times it is written was seen on this Salname's first it is pages same as in all Salnames. Then there is a calendar which indicates important events from adam to that time. After that there are the names of governor, soldiers, scientists, officers and the other staffs and their duties.It was divided as Vilayet, Sancak, Kaza and Nahiye on the Vilayet Salnames so all things were indicated as this order, such as; staffs' name and their duties.
