Abstract (EN)
This study deals with the institutional development of TODAIE. The establishment of TODAIE is not a development unique to Turkey, but a product of the foreign aid policy applied to the underdeveloped regions after the Second World War. In this context, TODAIE's founding mission and development can be understood within the framework of long-term plans and projects for the Turkish bureaucracy. For this purpose, firstly, a theoretical framework regarding the development of Turkish bureaucracy after the Second World War is presented. The transformation of social sciences with the newly established international system is discussed through modernization theory as a universal paradigm and area studies that form its empirical foundations. In this context, contemporary Turkish bureaucracy literature, which has been shaped in line with the interests of Western area researchers and foreign expert reports, in the light of discussions on the role of bureaucracy in underdeveloped regions, is problematized within the framework of the model transfer problem in order to explain the founding mission of TODAIE. In this framework, the development of the Turkish bureaucracy was divided into periods, and TODAIE's teaching-training, research-aid and compilation-publication activities were discussed within the relevant periods. Throughout the study, TODAIE's institutional history has been evaluated in the light of the objective historical conditions that transformed the demands and expectations of the Turkish bureaucracy, and the agency shaped by the professional interests of the internal actors carrying out the Institute's activities. In addition to the historical method focusing on objective transformations with document analysis, the memories of people who have been influential in the history of the Institute, anecdotes, digital oral history interviews and semi-structured interviews that conducted with people who took part in the Institute's administration were used as data in order to explain how the in-house developed strategies adapted TODAIE to changing conditions. As a result, how TODAIE transformed from an administrative reform institution, which was designed as a bridge between the administration and the university in the context of its relationship with the Turkish bureaucracy after the Second World War, into an academic institution of its own, and what dynamics made this transformation possible are presented with a broad historical perspective.
