Abstract (EN)
With the 21st century, the rapid change in cities has led to an increase in consumption with the increasing globalization process. In rapidly changing and unpredictable cities, the climate change process is accelerating and sustainability is under threat. In order to protect from the effects of climate change on cities, the concept of "urban resilience", which is defined as "urban resilience" or "urban resilience" and seen as one of the main principles of urban development, appears in the literature. Increasing the resilience of cities against climate change and minimizing the effects of climate change seem possible with effective policies and planning. The aim of this thesis is to define urban resilience against global climate change and disaster risks resulting from current urban paradigms on the basis of urban risks, and to examine durable and vulnerable areas in the context of resilient urban planning for the future spatial construction of the city. Within the scope of this purpose, in Antalya, which is rich in forests, water resources and green areas, where the negative effects of urbanization are experienced, and which is one of the most important coastal cities of Turkey, in terms of agriculture, tourism, history, the concept of urban resilience will be analyzed in the context of climate change and sustainability. It is aimed to identify regions with less resistance within the scope of urban resilience on the basis of sustainability, climate change and disasters, and to make these regions more resilient. In this study, it is argued that effective and healthy policies can be produced with Resilient City planning to ensure sustainability, against climate change, which is one of the most important environmental problems both caused and directly affected by current urban development paradigms. Within the scope of the study, 30 sub-indicators were created under 5 basic headings, which can be determined specifically for the city of Antalya and whose data can be accessed, by considering the different criteria and indicators determined by the "content analysis" method, which allows descriptive inferences. The determined indicators were weighted in line with the expert opinions with the "Analytic Hierarchy Process (AHP) method, which is one of the Multi-Criteria Decision Making (MCDM) methods", spatial maps were created with the GIS-based ArcGIS Program, index values were determined with the obtained mathematical formulas and the most resistant regions were determined. Considering the expression "systems exposed to hazards" in the definition of the concept of resilience, the study; It is important to develop approaches that can be internalized in obtaining resilient urban settlements by evaluating urban planning together with the risks of climate change, to determine where the city of Antalya stands in the fight against climate change, to determine its deficiencies and potentials, and to reach a resilient city. It is thought that the study will be a useful resource for the sustainable and durable urban development and planning of the city of Antalya, as well as useful for subsequent urban studies.
