Qualitative research on special provincial administration and Investment Monitoring and Coordination Di̇rectorete

Significant adjustments have been made in Turkey's management system in recent years due to the effects of global and local developments. With Law No. 6360 entered into force in 2012, significant changes were made in the administrative structure, financial system and political geography. One of these important changes is the abolition of special provincial administrations in metropolitan provinces and the establishment of Investment Monitoring and Coordination Directorates (IMCOD). The abolition of special provincial administrations and the establishment of IMCODs at the same time led to discussions that IMCODs, a new organization within the provincial administration, were established instead of special provincial administrations. For this reason, special provincial administrations are definitely mentioned in studies on IMCODs. In addition, comparisons of these two institutions were made in terms of legislation or by examining only IMCODs. However, the differences between these two institutions and the location and role of IMCODs in the Turkish public administration system should be investigated by comparing the practical functionality of IMCODs, which are also included in the provincial administrations. In this context, semi-structured, in-depth interviews were conducted with the participants from Manisa IMCOD and Uşak Special Provincial Administration, which are provinces in the TR33 region. In line with the interview, a structural and functional comparative analysis of these two institutions was made. In light of findings reached within the framework of this analysis, evaluations were made about the position and role of YIKOBs in the Turkish public administration system.
