Human resource management generally tends to compansate the requirements ofemployee. When this requirements compensate, organizations attains its targets. Humanresource management supplies services such as all kind of payments, developments,promotion, orientation, discipline, evaluation for the employee in the period of becoming amember of an organization to leaving the organization.Performance of educators in development period is important than other occupations.It is necessity especially for the teachers despite the information and technology increasement.As a result of this requirement career grade progress system and performance appraisalprocess are put into practice.The aim of this research is to determine perceptions of the primary school teachersrelated to performance appraisal process in career grade progress system in Kütahya citycenter.SPSS program package was used to analyze the data which is opted by the applicationof the questionnaire. Descriptive statistics were used to analyze data. To compare meanvalues, t test and ANOVA were used.The findings of the research are thus: despite the fact that primary school teachershave knowledge about the legislation, they are of the opinion that they do not have knowledgeabout the utilization spaces of the appraisal results and the duties of the appraisal commission.In addition the teachers have put forward a negative opinion about the applicability of thelegislation. The teachers think that participation in scientific and social activities with theirlevels of education is a criteria augmenting their performance but are of the opinion opposingexaminations and inspection-employment record being used in the appraisal.
