The holder ofthe right can be anybody ( factual or judicial) and the responsible partis the public authoritiesIt can be stated that the resources of ?The right to ObtainInformation? are ?human rights?, ?democracy? and ?the state of law?.Nearly everywhere in the world the human rights are the only measuret o p rove that the administration is legal and it defines the prestige ininternational relation. İn addition the human rights increase in adeveloping structure. ?The Right to Obtain Information? is one of ringsof the chain of human rights.Participation is the most important element of modern democracyand it is going to exist more actively with ?The Right to Obtainİnformation?. As the state of law means a social and state life thatbellieves in the superiority of the law, ?The Right to Obtainİ n f o r m a t i o n? of citizens of a country is a natural right.It is certain that, ?The Right to Obtain İnformation? willcontribute to the transparency of the adminisitration . Since the farhistory of the state, the administration is used wrongful in any ways.T h e e a siest way of this has been to cover the operations and actions ofthe state with secrecy. On the way of dispelling this secrecy, is is animportant and necessary as law of ?The Right to Obtain İnformation? toopen all the administration operations and actions to judgment.?The Right to Obtain İnformation? is going on process oflegalization since the near history in many of the world countries andnearly in all the Western ( European) countriesThere are some law, forces ofthe law and draft laws about ?TheRight to Obtain İnformation? . The most important one is of these arethe 2.nd article in The Advocacy Law, The Draft Law of State Secrets,The Draft Law of Comemercial Secrets and Petition Right Law.6It can be put forward that the ?The Right to Ob t a i n İ n f o r m a t i o n ?cannot be effectively used because of the bureaucracy and tehlimitations in the law. In addition ?The Right to Obtain İnformation? ispossible to be canclled with a new law because it is not application ofthis not very easy.The use and true nature of ?The Right to Obtain İnformation? isnot known enough because it has not been in the discussion of publicopinion sufficiently. May be, last but not at least, the importance ofthis right is not understood.7
