International police cooperation in counter-terrorism European Union and Turkey

Terrorism has become an international phenomenon in the globalizing world where borders have been eliminated. In both Turkey and European Union countries, terrorist incidents occur and the fight against terrorism is an important place on the agenda of the countries. In Europe, a large majority of the activists carrying out terrorist acts are refugees or foreigners. It is seen that the members of the organization which is accepted as terrorist organization in Turkey are active in many European countries. In the thesis, the situation of Turkey and the European Union in the fight against terrorism in terms of police cooperation, the development of police cooperation and the general framework of its activities were discussed. In addition, there are determinations regarding the general situation of Turkey and the European Union in terms of terrorism. Thesis study consists of four main sections. The first part focuses on the conceptual framework of terrorism and discusses the reasons and types of terrorism and globalisation and terrorism. In addition, the conceptual framework of international police cooperation was discussed, focuses on the historical development of police cooperation and international police cooperation organizations. In the second part, the terrorism typology and general terror situation in the European Union were discussed and the EU's anti-terror strategy and cooperation work in the fight against terrorism and cooperation policy with third countries were discussed. In the third part, Turkey's work on terrorism and cooperation in the fight against terrorism was discussed and police cooperation between the EU and Turkey was particularly evaluated in terms of counterterrorism. In the Conclusion and Recommendations section, recommendations on the development of international police cooperation in the fight against terrorism, which is the main topic of the thesis work, are briefly discussed. As a result, the role of international police cooperation in combating crime and criminals seems to be limited. Also co-operation in counter-terrorism seems not to be desired level between Turkey and the European Union because of the political and cyclical reasons.
