Abstract (EN)
The most significant investment amongst those towards enhancement of human assets is education. Education is considered vitallyimportant for countries as regards their cultural structures, their pace kept with technological developments and reaching of developed level as muchas economic developments related therewith.Consequential of the developing technology, emergence of innovations also in the sector of embroidery is inevitable. With the embroiderymade by computer aided machinery, the necessity also for the personnel who are trained and qualified in this field and would keep pace with thedevelopments has emerged. For the purposes of determination of such requirements and introduction of embroidery sector, the professionalqualifications and training statuses of those people working in embroidery sector within the province of Istanbul as well as the qualifications soughtby employers in the individuals working in the embroidery sector of the Istanbul province and their views based on training-employment relationhave been reviewed in this study.The embroidery industry of the province of Istanbul constitutes the working environment of this study. The study has been exemplified by23 companies, each of which has employed more than 15 people and performing activity in the embroidery sector of the province of Istanbul, and 328employees in total. These companies have been randomly selected.The executive and employee questionnaire form together with company information form have been prepared for the constitution of thedata to serve as source for this study. The questionnaires and company information form prepared have been applied on 5 companies and theiremployees in the first place and the necessary corrections have been executed.In analyzing of the data obtained in the study, the views of the companies and executives on training-employment relation as well as thefrequency and percentage distributions of data for the purpose of determination of training statuses and professional qualifications of those working inthe embroidery sector have been based on.It has been established in the light of the findings obtained from the study that a significant part of the executives have work experiencemore than 6 years and experience is a significant factor to become an executive in the embroidery sector. It has been observed at the interviews heldwith the executives during the study that they are generally both company owner and executive.It has been established that most of the executives were graduates of high school/vocational high school and secondary school. It could besaid that the number of university graduate executives being few may be attributed to the short history of the embroidery sector and non-existence oftrained personnel in this sector.It has been observed that executives generally take training, experience and reference features into consideration when employing officestaff, technician, foreman and skilled worker. Such features are thought to be affective in enhancement of effectiveness. Executives have stated thatage, gender, reference and behavior features have priority to training and experience in employment of unskilled workers compared to other staff.It has been established that most of the executives are of the opinion that a close relation exists between training and employment duringthe employment stage of medium level manager, foreman and skilled worker and that employment of trained individuals for such posts increaseefficiency. It has been observed that a great majority of the executives have not replied the question as regards the views concerning the training-employment relation in employment for technician staff. It is thought that they either do not consider any relation between training and employmentin employment of personnel for such staff or they do not have a concrete view in such regard. It has been established that those who have replied thequestion consider an indirect relation between training and employment with further consideration that the same prevails in employment of personnelalso for office staff. It has been observed that a great many of the executives do not place importance so much on training in employment of unskilledworker, but give priority to in-site training.It has been established that most of the enterprises in the embroidery sector are of small scale and some of them are medium scale.It has been observed that enterprises mostly act through newspaper ads, reference and assessment of personal applications for placement ofpersonnel to their vacant positions.Enterprises have stated that they provide personnel for their vacant positions both from those already employed and from outside. It hasbeen established that professional experience is generally of preference in internal assignments.It has been established that more than half of the enterprises do not employ any examination in employment of personnel, while thosewhich do so generally take personal characteristics and general level of culture into account.It has been revealed that those who work in the embroidery sector are graduates of primary school in general, leading to the conclusion thatthere is no training-employment relation in the sector.It has also been revealed that most of those who work in the embroidery sector do not speak foreign language and have no computerknowledge.
