Özet (EN)

Despite having been in operation for many years in almost all developed countries, development agencies? legal basis in Turkey could only be established in 2006, with the Law On The Establishment And Duties of Development Agencies.Aftermath of İzmir and Çukurova (Adana-Mersin) development agencies which were established as the pilot development agencies in Turkey, all 26 development agencies in statistical regions were established in 2009 and immediately began their activities in economical and social fields. Development agencies? different and flexible structure, designed to move fast and efficiently, gives also an opportunity to look into ?development? phenomenon from different aspects.Development process creates continuous change and this process needs to be supported by national or international capital. In this framework the role of development agencies is critically important. The main mission of the development agencies is to create or to reveal the capital needed for development. The need to consider physical, human and social capital together in terms of composing methodologies to cooperate and develop in solidarity, takes part also in academical literature. In this work, development agencies with their organisational features, impact capacity and the logic of formation, are deemed ideal institutions to support development by building social capital.
