Strategic planning in public organizations: An examination on Turkish Statictical Institute (TURKSAT)

The globalization which can not be prevented from the high speed of rising since the beginning of 2000s, has been effecting the life in economic, social, political, cultural, legal etc every sense. Globalization obliges all kinds of organizations to keep step with changes which it has caused for being successful and to subsist.Public organizations, main aim of which was to offer the better service at most productivity level, must forced to strategic planning for making their aims real in change century.In this study, it has been examined the application of strategic planning which was improved for private sector, process in public organizations by considering their specific qualifications.In the first chapter the study has been commented in general. In the second chapter, strategy, planning and strategic planning concepts were analyzed theoretically; strategic planning process handled in general and examined what it means for public organizations. In third chapter, process of progression to strategic planning and arrangement of the plan in Turkish Statistical Institute that has chosen as sample public organization was analyzed. In the fourth chapter of study, obtained findings were described within literature survey.
