Trasparency in public administration and practice freedom of information act

In our study , ?The Freedom of Information Act?, which gives the individuals the possibility to take part in the decisions that the goverment has taken and to reach the information and the documents and which makes the transparency concept and collectively administration notion possible that are necessary for democratic and contemporary management. The main subject of the study is the application of The act of the right to obtain information in Turkey. With this aim, many messages were sent to a lot of public foundations. To which extent ?The Freedom of Information Act? carried out in Turkey will be tested with the data which were obtained from the application and the defects which occured during the application period will be evaluated by the Law existing.Primarily, ?administration? and ?public administration? will be examined in a conceptional frame and studied on the structure of Turkish Public Administration and basic problems. The definition of the transparency concept, which is the necessity of contemporary and democratic administration, will be made and its benefits and necessities to the management, briefly its help to the management and its importance will be expressed morover, the supplement of financial transparency and the objectionsit will areate when carried out incorrectly will be explained in details.With the target of increasing the efficacy and productivity in public services in our country and improving democracy with the help of rendering account and attendency, and with the aim of making the service quality beter the legal regulations of ?The freedom of Information Act?, which was made effective on 24 th, April, 2004, in Turkey and in the world will be studied on.
