Yet, the companies which do not have remarkableassets values, capital structures and endorsements may have extraordinaryachievements. One of the components of this intangible factor, called intellectualcapital, is the processes. The companies, which wish to survive and succeed inthe rival business, should attach the necessary importance to their processmanagement. Process Management is a series of activities performed in order toguarantee the monitoring and development of the processes in a continuous anduniform way; moreover process management is a circuit which encloses thedesign and maintenance of the processes and continuously evaluation, analysis,and improvement of the customer needs to meet them better.Process management is to determine, to define, to document the wholeprocesses of the company, to assign responsibility personnel, to evaluateperformance indicators by monitoring and to make improvements or radicaldesigns when requested, in order to comprehend how the processes work todayand improve it. Process management is a series of operations which producesoutputs meeting the request of the customer by manipulating the resources suchas human, machine and material adding a value. Process management can beachieved when all the employees participate in the production by being aware ofthe purpose of the association. In the Total Quality Management acceptablevimistake level is being left and instead the measures which will provide ?zeromistake? are aimed at. For the people to attain zero mistake target, they shouldbe supported by business processes which do not give rise to mistakes.Especially in the last 20 years, developments happened in our country and inthe world have clearly indicated the necessity for changes. The only way forachievements and to maintain permanence in the global business world, is toadapt to the requirements of the changes and to manage the changes in anefficient way. The two factors which make the changes such urgent are rivalryand customer expectations. Because of these two major factors, companies try todevelop their permanent, strategic and important business processes in a waywhich provides the necessary improvement and bounce, by getting rid of all therestriction caused by functional structuring and decisiom mechanism. This ispossible if the companies consider the relationships of all the major businessprocesses with each other and deal with it and develop in a systematic way. Theachievement in the process development works is closely related to the high levelmanagers undertaking the process and also related to undertaking theestablishment of a customer and process based culture.In the United States, as well as the private sector, the public sectorfoundations have started to apply modern management techniques recently. Inthe public sector, especially in the Ministry of Defense departments processimprovement programs are commonly applied in the scope of the Total QualityManagement studies. In Turkey, Land Forces Command give importance to theTotal Quality Management studies and support the related subjects. The aim ofthe Application Part of the Thesis is to select the appropriate personnel chargedby the Land Forces Command for the temporary abroad tasks in theheadquarters and military units in Bosnia Herzegovina, Kosovo, Azerbaijan,Georgia, Afghanistan, Lebanon and in other countries. It is aimed that byanalyzing the preparation before the task and transportation to the place of taskphases, the personnel is going to be adapted as soon as possible and arrive in theplace of task in a secure way.vii
