Abstract (EN)

As the tempo of the world changes, cities has become more important places and this has caused the rising amount of the city population and has improved the importance of the city planning.Today, it seems that it is necessary for the citizens to take part in the city planning as a member of democracy. The citizens need information about their cities problems and they need to tell their critiques and comments about the city planning so it is urgent for them to participate.In Turkey it is not a common practice to participate to the city planning, but it develops day by day with the effort of the citizens. The governors who care for democracy should endeavor, too.In our country the law system is not suitable for the participation. At the feasibility and resolution stages of the city planning process citizens are not able to participate all they are able to do is to making objections after the plan is announced. In Turkey Participation to the city planning come true in a negative way not positive.In the history of the planning activity in Turkey, the capital city Ankara is the oldest sample that makes us go back to the time of Atatürk. Nowadays stk are the alternative participants of the city planning, but their efforts are unfortunately inefficient when compared with the examples seen in the developed countries. It is because of the inefficient laws about the participation.The culture of being a citizen, the respect for the plans and live as a part of the plans are rising values in Ankara by the participation. The process of improvement of participation in the city planning improves the democracy in Ankara and Turkey step by step.
