Abstract (EN)

While planning, failure to consider the risks of climate change-related disasters can increase vulnerability to such risks. In other words, it implies that disasters can cause more damage to employment, housing, energy, transportation, water resources, etc. There exists an unidentified gap between urban planning and the dimensions and risks of climate change, and planning is approached independently of this risk component. The discipline of urban and regional planning plays a significant role as a tool in preventing/mitigating the risks/effects of climate change-induced disasters. Therefore, this study aims to develop a methodology for resilient/adaptive planning against disasters caused by climate change within the field of urban and regional planning by (a) investigating the risks/vulnerability that climate change-induced disasters may pose in the spatial domain, and (b) proposing recommendations to fill the gaps in the legal and administrative framework concerning planning in Turkey to reduce disaster risks caused by climate change and enable resilient/adaptive planning. In line with the study's objectives, the research area comprises the province of "Antalya," which is one of the Turkish cities expected to be most affected by the impacts of climate change, along with the legally approved plans produced within this context. Within this framework, the risk dimensions of climate change-induced disasters throughout Antalya province have been analyzed through temporal and spatial comparisons. The study examines the legal and administrative regulations concerning urban and regional planning, identifying gaps through specific scrutiny within the province. The identified gaps are addressed through proposed theoretical and practical solutions aimed at resilient/adaptive planning.
