Turkey's administrative organisation has a structure dominated by central administration. When the constitutional regulations are examined, it is seen that the administration is a whole with its establishment and duties and is regulated by law based on the principles of central administration and decentralisation. Although central government is at the forefront in typical unitary state structures, no state can be governed by central organisation alone. This situation is practically impossible. In countries that have adopted the unitary state model, this situation has necessitated the existence of both provincial units, which are the representatives of the central administration at the local level, and local governments that provide services of a local common nature. The study focuses on the tutelage relationship between the central administration (state legal entity) and village legal entities through constitutional administrative principles. The aim of this study is to determine the place of village legal entities in the administrative structure of Turkey and to reveal what kind of administrative tutelage control they are subject to and the judicial control that can be exercised in case this control goes beyond its purpose and framework. In addition, the study aims to emphasise that the debate on subsidiarity-legality control, which is frequently criticised in the practice of tutelage control, should be conducted by taking into consideration Turkey's local government understanding and administrative culture in general. The study has been enriched with the conceptual examination of tutelage control in the said relationship and the actual controls applied on the village legal entity and court decisions. In this thesis, the legislation review model has been adopted and scientific studies, which are secondary data sources in the field, have been utilised. As a result of the thesis, it has been determined that villages are subjected to intensive guardianship supervision, especially by the local authorities, and that this supervision partially exceeds the control of legality and is applied in the form of expediency supervision, and the judicial supervision of the relevant supervision is included by including criticisms and suggestions for the field.
