Abstract (EN)
In this study, the functioning of the Parliamentary System in the Kyrgyz Republic was examined by using local and foreign sources based on the constitution. The study also discussed the positive and negative aspects of the implementation of the Parliamentary system in Kyrgyzstan. The experiences and academic studies and analyzes gained during the short history of the country after gaining independence will surely contribute to the future of the country. Since the study is qualitative and descriptive, extensive literature review has been conducted. In the study, have provided theoretical support the researches of domestic and foreign authors and the Kyrgyz Constitution (Kyrgyzstan's Constitution adopted in 1993 and 2010 and the results of the referendum) were used. With the collapse of the Union of Soviet Socialist Republics (USSR) in the early 1990s, the Kyrgyz Republic, one of the republics forming the union, also gained its independence. The most important problem to be overcome before all the republics that gained their independence with the dissolution of the Soviet Union was the change and transformation of the political and economic system in the countries. In fact, the issue of political and economic change that has been on the agenda as the two main topics of discussion in these republics, including Kyrgyzstan, can be defined as the problem at which the perception of the 'bipolar' world that dates back to the 1990s. Determining the conditions of this political and economic change and transformation process emerges as a mission that the administrative staff of the countries that declared their independence after leaving the Soviet Union should be assigned. There is no longer a central authority and it is the self-dynamics of that country that will determine the transformation adventure of each country. It is at this stage that the Kyrgyz Republic is the most radical decision-making country among the other Central Asian countries in order to achieve a liberal democratic transformation in the political and economic sphere.
