The terrorist attacks on the United States on September 11, 2001 caused an all-out change in the understanding of world security. Over the past 80 years, a number of agreements and international control mechanisms have been established to prevent the spread of these weapons and control their development. Nuclear energy, which is an indicator of reputation among states; its use for military purposes is considered a major disaster, while its use for peaceful purposes is considered a potential primary source of energy that will largely meet the world's energy needs. Terrorist organizations are the biggest threat to international security today. These organizations are much more likely to seize nuclear materials by attack, sabotage, or smuggling methods than by attempting to produce them.
