Efficient and productive use of primary education period as a fundamental part of human life is very important for individuals, society and the country. This process consisting of nine years including one year nursery school will reach expected goals in the hands of successful managers in the role of instructional leadership.Instructional leadership can be defined as revealing secret power of education staff and expanding it to education process in order to realize educational goals.This research aims to touch on management and leadership concepts, to identify instructional leadership and examine to what extent managers of primary schools have realized their instructional leadership behavior by obtaining data from the teachers and school managers working in Biga Town of Çanakkale Province.In this regard, a research area of total 407 teachers consisting of 225 classroom teachers and 182 field teachers and 27 principals and 25 assistant principal have been identified from 33 primary school in Biga Town?s town center and its villages during the 2009-2010 education season.Following the necessary permissions from the Education Department and Governorship of Biga, survey form of Şişman?s (2004) which was used in his research regarding the educational leadership of school managers was been identified as a source of data collection tool. The survey was conducted by permission of Prof.Dr. Mehmet ŞİŞMAN.According to the responses of primary school administrators and the teachers; it has been concluded that school administrators generally realize their instructional leadership duties.Key Words: Leadership, Management, Instructional Leadership, School Management
