Abstract (EN)
The purpose of this study was to examinate the existence of reorganization need, in accordance with changes in rapidly developing systems, metods, and techniques, for General Directore of Forestry and by taking into consideration the employees, to present new organization structure which might respond all these changes and developments. Population of the study consisted of 264 forest engineers, worked in two regional directorate, 19 forest district directorates, and 122 subdistricts. In totally; 153 questionnaires were used in the research.. The research data were analyzed using SPSS 19 package program This research focused on the topics as follws; suitability of official working hours to the work, promotion and advance opportunities, the effects of Branch Managers on the workload, overwork status of the employees because of the working intensity, causes of overwork of employees, trends in remaining of same position for employees, pressure factors affecting the working conditions, status of the organization to meet the expectation of its employees, personal satisfaction levels of employees, the level of valuing to employees' idea by the senior management, the opportunities for employees to develop themselves, the effects of bureaucratic activity intensity on the primary tasks, division of labor and specialization requests of employees, preception of success to reach the forestry objectives by Regional Directorates and Forest District Directorates, how to reward the successful managers, how to measure the success, how provincial organizational structure do employees want. Kruskal-Wallis, Schaffe, Duncan and Tukey tests were used for evaluating of data. Correlation and regression analysis were also used based on sub-objectives. The research consists of five chapters. The conclusions of the study were given in the fifth section. As a result of this study, although expectations from forestry changed over time in the world as well as in Turkey, forestry organization wasn't changed effectivaly. Besides, it was concluded that overworks and different tasks had been uploaded and work intensity had been distributed unbalanced to employees and employees couldn't have used effective and intensive bureaucratic activites had impeded the primary tasks. In light of the results of this study, a new provincial organization model was designed to minimize the negative effects, mentioned above. Additionally, model, proposed in the study was compared with present organizational structure and other models in literature.
