The history of the Ottoman - Turkish diplomacy has been written by a number of researchers. In this study, the issue which hasn't been completed in the search of Turkish diplomacy has been studied seperately as in the case of Tehran Embassy. In this study, it has generally been benefitted from the documents of the ministry of foreign affairs and the copyrighted works in the Ottoman Archieves. The documents of the ministry of foreign affairs that we have been studying on are the correspondence between the ambassadors of the Ottoman and Tehran Embassies and the embassy reports. As the formation of the representatives of the Ottoman Empire's isn't yet a current subject of research, only the opening of Tehran Embassy has been researched. The Ottoman State and Iran have a common border. It has been established that being neighbours has rather been a disadvantage for the ambassadors sent to these two countries than an advantage. The traders along the borders, the fugitives entering without visas, the runaways escaping to the other country by uprising to their own state, and the border violations by the states officials themselves all required an establishment of assignment of ambassadors in the eye of Iran. This situation was increasing the workload of ambassadors; thus, the ambassadors who went to Iran had to have frequent contacts with senior officials. The difficulties and the determination of diplomatic hierarchy during the establishment of the Tehran Embassy, revealed the importance of the problem. Mustafa Sami Bey was appointed as Ambassador to Tehran by the Ottoman State, even though it was unclear how come into Nassirudin Shah's presence and where would sit. Mr. Mustafa Sami, who has experienced the difficulty of the diplomatic hierarchy, has made important studies in this regard and has been successful. Then by, when the first permanent ambassador of the Ottoman State, Charge d'affaires Mr. Ali Namık went to Iran, we see that the work of Mr. Sami got positive results. Both were taken to the center on 14 June 1851, however, due to the problem between Mr. Ali Namık and Mr. Mustafa Sami. The Ottoman Empire, needed to send a potent ambassador to Iran. Because the Ottoman Empire was about to start the Crimean war with Russia. Therefore, Mr. Ahmet Vefik was sent to Tehran as an ambassador. Mr. Ahmet Vefik organized the Ottoman-Iranian relations. He also institutionalized the Tehran Embassy. He also really established the Tehran Embassy. Therefore, this PhD thesis was finished with the era of Tehran Ambassador Mr. Ahmet Vefik.
